The event comes before the news
What reaches the major wires is news, not the event. The event has already happened and its traces have accumulated in the field: a local channel's first dispatch, a regional analyst's footage, the stir of activity beginning on the ground.
The early warning layer works in that interval. Hours before the wires publish, it catches the signal where it first lands, analyses its source and turns it into an alert.

From signal to card
Each record in the stream is noise on its own: a fragment of footage, a single testimony, an unverified claim. The early warning layer clusters this raw data by event and analyses it.
The process is mechanical: each record is labelled with what happened, where and when. Records arriving in different languages and wording are matched to the event they belong to and gathered in a single card.

From card to alert
The sources of the gathered data are analysed in a separate layer. Each source's historical accuracy score sets the weight of the evidence it brings. Anonymous accounts copying one another do not grow the volume of evidence.
The decision is multi-component: parameters such as the density of records over time, geographic consistency and deviation from the region's normal course are assessed and scored. When a score threshold is crossed, the card turns into an alert; the components behind the decision, and their contents, are open to inspection.
An alert does not end the process. Content about the event keeps accumulating in the card; when a development departs from the current picture, it is written into the same card in chronological order. The whole course of the event is followed from a single point.
